To clearly understand the key needs, requirements and barriers in local rural governments, currently workshops in our target countries are being held. Five workshops and two interviews were conducted with communes in Luxembourg to integrate ideas and problems of the end-users. Furthermore, workshops were held in Ireland and Montenegro and some interviews were done in Germany as well.
Another workshop took place in Ireland, end of June 2014 and included participants from the Donegal County Council and the Ireland’s Local Government Management Agency (LGMA).
The workshop was held to investigate the e-learning used in the Donegal County Council to look at the organisational set-up with regards to training. Furthermore, it helped to investigate barriers to the adoption of OER, and specifically the proposed EAGLE platform. The outcome of the workshop was a description of organisational practice, employee attitudes, and also a list of barriers. These were fed into deliverable D2.2 (Requirements documentation and recommendations with Accessibility Guidelines).
During these workshops, the end-users had the opportunity to discuss e-learning and OER in their relevant context, define barriers and solutions and develop scenarios.
